函电书写基本原则
一、Courtesy 礼貌
语言要有礼且谦虚,及时地回信也是礼貌的表现。
例如: We have received with many thanks your letter of 20 May, and we take the pleasure of sending you our latest catalog. We wish to draw your attention to a special offer which we have made in it. You will be particularly interested in a special offer on page 5 of the latest catalog enclosed, which you requested in your letter of 20 May.
二、C***ideration 体谅
写信时要处处从对方的角度去考虑有什么需求,而不是从自身出发,语气上更尊重对方。
例如: “You earn 2 percent discount when you pay cash. We will send you the brochure next month. ”就比 “We allow 2 percent discount for cash payment. We won't be able to send you the brochure this month.” 要好。
三、Completeness 完整
一封商业信函应概况了各项必需的事项,如邀请信应说明时间、地点等,确忌寄出含糊不清的信件。
四、Clarity 清楚
意思表达明确,要注意:
(一)避免用词错误: 例如:As to the steamers sailing from Hong Kong to San Francisco, we have bimonthly direct services. 此处bimonthly有歧义:可以是twice a month 或者once two month.故读信者就迷惑了,可以改写为: 1.We have two direct sailings every month from Hong Kong to San Francisco. 2.We have semimonthly direct sailing from Hong Kong to San Francisco. 3.We have a direct sailing from Hong Kong to San Francisco.
(二)注意词语所放的位置: 例如: 1. We shall be able to supply 10 cases of the item only. 2. We shall be able to supply 10 cases only of the item. 前者则有两种商品以上的含义。
(三)注意句子的结构: 例如: 1.We sent you 5 samples yesterday of the goods which you requested in your letter of May 20 by air. 2.We sent you, by air, 5 samples of the goods which you requested in your letter of May 20.
五、Conciseness 简洁
(一)避免废话连篇: 例如: 1.We wish to acknowledge receipt of your letter...可改为:We appreciate your letter... 2.Enclosed herewith please find two copies of...可改为: We enclose two copies of...

暂准进口货物(A.T.A.Goods,Admission Temporaire Temporary Admission Goods. A.T.A是法文和英文两词的第一字母的组合)是按照本国立法和国际公约的规定,准许暂时免纳关税及其他税费进口,并保证在限期内复运出口的特定货物。他的特点是:1.货物进口须向海关申报,经海关批准,暂予免纳进口关税及其他税费;2.货物所有权不发生转移;3.期满后要按原状复出口。
二.我国现行对暂时进境货物的报关方法。
1.申报。暂时进口货物的收货人必须填写“进口货物报关单”一式三份,并注明“暂时进口货物”,连同进口货物清单和国务院主管部、委、局或省、自治区、直辖市、计划单列市人民政府或主管司、局级以上机关的批文,向进口地海关申报。暂时进口的展览品在进口前,展出单位或其代理人应将有唛头、件数、重量、名称、规格、价格等内容的展览品清单一式两份,译成中文,向展出地海关申报。展品运抵境地时,展出单位应向进境地海关递交展出地海关核准签印的《中华人民共和国海关进口转关运输货物申报单》,连同其他有关单据,向进境地海关申报。下列货物申报暂时进口,还应交验有关管理部门的证明。
(1)无线电器材--检验中国商检机构在报关单上加盖的印章或检验证书。
(2)动植物--交验口岸动植物检疫机构签发的《检疫放行通知单》或在货运单上加盖的检疫放行章。
(3)药品--交验口岸药品检验所出具的《检验合格报告书》。
(4)食品--校验口岸食品卫生监督机构的《采样证明》或在报关单上所注采样日期的标志。
2.提供担保。对于经过申报和海关核准的暂时进口货物,申报人应向海关交纳相当于应付税款的保证金,或提供海关认可的书面担保后,准予暂时免领进口货物许可证和暂时免纳税款。
3.查验放行。经海关核准的暂时进口货物,根据我国《海关法》第十九条规定“应但接受海关查询,海关查验时,进口货物的收货人……应当到场,并负责搬移货物,开拆和重封货物的包装。海关认为必要时,可以自行开验、复验或提取货样。”
暂时进口货物在办完向海关申报、接受查验、提供担保后,由海关签印放行。但是,对暂时进口货物的放行,不等于结关,而是标志着海关对进境暂时进口货物进行后续进行后续监管的开始。暂时进口货物是海关监管货物,自进境之日起到办结海关手续复运出境时止,应当接受海关监管。
按照我国海关规定,经海关批准的暂时进口货物(或出口货物)应当在六个月内复运出境(或复运进境),在特殊情况下,经海关同意,可以延期。暂时进口货物,只能用于特定目的,未经海关许可,不得擅自开拆、提取、交付、发运、调换、改装、抵押、或移作他用。对特定种类暂时进口货物,海关有更为严格的监管措施。暂进进口货物办理了进口复运手续,或者不复出口而向海关办妥了进口手续并缴纳税款后,海关始对该项货物终止监管。
4.我国暂时进口货物的范围。我国规定暂时进口货物主要包括国际组织、外国政府、外国和香港、澳门地区的企业、群众团体或个人为开展经济、技术、科学、文化合作交流而暂时运入我国境内的货物。具体货物是:
(1)来华拍摄或与我国境内单位合作拍摄影片、录象带、图片、幻灯片而运进的摄影器材、胶卷、胶片、录象带、车辆、服装、道具等;
(2)来华进行体育竞赛、文艺演出而运进的各种器材、道具、服装、车辆、动物等;
(3)来华进行工程施工、学术技术交流、讲学而运进的各种设备、仪器、工具、教学用具、车辆等。
(4)货样、广告品和举行展览会用的展览品等。

Thank you for your letter of 20 May with a claim for breakages. Your claim is for GB£200 on the shipment delivered on 18 May to your order no.2423.
The goods were in perfect order and properly packed in cardboard boxes. They were then placed in a sealed container at our factory. It is difficult to imagine how any breakages could occur.
Fortunately, the goods were fully insured under our standard policy with Lloyds of London, but in order to make a claim we shall need much more information.
Please make a complete inventory of the broken items and send it to us. We shall then contact our insurer. Their agent will probably call on you to check the c***ignment.

We telexed you on 17 May informing you that the c***ignment arrived on 20 April.
On inspection, we found that 180 bags had burst and that the contents, estimated at 9000 kg, had been irretrievably lost. We proceeded to have a survey report made. The report has now confirmed our initial findings.
The report indicates that the loss was due to the use of substandard bags for which you, the suppliers, are resp***ible. On the strength of the survey report, we hereby register our claim against you as follows:

The goods do not match the requirements of our company. We have, therefore, no choice but to ask you to take the materials back and replace them with materials of the quality we ordered. We are very keen to resolve this matter amicably.
